Robyn Celestino is the former Head of the Contracting Activity (HCA) for Air Force Special Programs (SAF/AQCS) and has extensive experience in government contracting and procurement matters.

Prior to joining Jones Day, Robyn served as the Director of Contracts (Acting) for the Air Force Rapid Capabilities Office (AFRCO), Director of Contract Policy, and as a Contracting Officer (CO) with an unlimited warrant for the Naval Air Systems Command (NAVAIR). Robyn specialized in Major Weapon Systems with a career portfolio in excess of $50 billion, including programs such as the F/A-18, EA-18G, and F-35 fighter jets; B-21 bomber; and X-37 space plane. Robyn is the recipient of numerous Air Force and Department of Defense (DoD) awards for excellence. She holds an active Top Secret clearance and is SCI (sensitive compartmented information) eligible.

Since joining Jones Day, Robyn has assisted clients on government contract matters, including bid protest litigation, North American Industry Classification System (NAICS) appeals, contract disputes act claims, subcontract disputes, prime and subcontract formation, commercial item determinations, other transaction agreements (OTAs), intellectual property rights, commercial software licenses, small business certifications, subcontract management, False Claims Act (FCA) investigations (and related government investigations), and personnel and facility security clearance issues and appeals.
