Jessie Sarkis focuses her practice on representing health care and life sciences companies, including hospitals, health systems, physician group practices, hospice providers, pharmaceutical and medical device manufacturers, and emerging and established companies in the digital health and health technology sectors.
Jessie counsels clients on regulatory and compliance issues, including federal and state anti-kickback statutes. She also defends health care and life sciences clients in investigations and litigation relating to the False Claims Act, the federal Anti-Kickback Statute, and the Stark Law brought by federal agencies and qui tam whistleblowers and assists in conducting internal investigations.
Prior to rejoining Jones Day in 2025, Jessie worked at the U.S. Department of Justice (DOJ) in the Civil Fraud section, where she represented the United States in civil litigation lawsuits in federal court and conducted investigations involving health care fraud, including Anti-Kickback and Stark Law violations, and research grant fraud. At the DOJ, Jessie obtained settlements totaling more than 100 million dollars following health care fraud investigations. More specifically, Jessie litigated a kickback case in federal court and argued summary judgment before the case ultimately settled. She also spearheaded a DOJ initiative and several cases involving National Institutes of Health (NIH) research grant fraud.
Jessie also maintains an active pro bono practice. She has aided litigation efforts for a nonprofit business in Cleveland; litigated an innocence case in the habeas process; represented a client in family court in D.C.; and has participated in asylum cases as a part of Jones Day's Border Project, which provides representation to women with claims for immigration relief in the Laredo, Texas detention facility.
