Jones Day bolsters Government Regulation Practice in Paris with addition of high profile lawyers
Xavier Domino and Amandine Delsaux, with a team of energy lawyers, have joined the Firm's Government Regulation Practice. They are based in the Paris Office. Mr. Domino and Ms. Delsaux join as of counsel and counsel respectively. Ms. Delsaux’s team is comprised of two associates.
Xavier Domino
Prior moving to private practice, Mr. Domino was a magistrate at the Conseil d'Etat (French Administrative Supreme Court) where his role was Rapporteur Public (Public Reporting Judge) and chief spokesperson of the institution. He also served in other management roles at the Conseil d'Etat and as deputy rapporteur at the Conseil Constitutionnel (French Constitutional Court). More recently, Mr. Domino was the General Secretary of Radio France—the French national radio broadcast company—where he was responsible for all corporate governance, compliance, ESG, and public affairs.

"He gives strategic advice to our clients in cases of regulatory investigations and complex litigation before administrative courts."
Mr. Domino graduated from the École Nationale d'Administration (ENA), Sciences-Po Paris, and École Normale Supérieure (ENS).

Amandine Delsaux
Ms. Delsaux focuses on energy and infrastructure projects in France and French-speaking Africa, advising sponsors, investors, and financial institutions on regulatory and contractual issues in relation to the development, construction, acquisition, and financing of multi-sourced energy projects. She has 18 years of experience assisting clients on various regulatory and environmental matters, involving renewable energies (wind, solar, biomass, cogeneration, hydroelectricity, hydrogen) and traditional energies (nuclear, CCGT, gas). Ms. Delsaux advises clients on risks analysis through vendor or seller due diligences; review, drafting, and negotiation of EPC and O&M contracts; and drafting and negotiation of corporate PPAs. She joins with two associates, Mehdi Ait Said and Lara Clarke.

At Jones Day, Ms. Delsaux will work alongside her colleagues in the global Government Regulation Practice, as well as with the Firm's Energy, Financial Markets (in particular Project Finance), M&A, and litigation practices to counsel clients on energy and project transactions in France and French-speaking Africa. She will collaborate with partners Audrey Bontemps and Alexandre de Verdun on transactional projects in the energy sector and Rémy Fekete on projects in Africa.

They bring their key experience not only in traditional renewable energies, but also in emerging energy transition technologies, with the purpose to ensure energy supply security to our clients," said Ms. Labrousse.
Ms. Delsaux graduated from the University of Paris II Panthéon-Assas with a master degree in Business Public Law and from the University of Nottingham with an LLM in European Law.
