Shelbie Rose focuses on complex commercial litigation, internal investigations, and matters involving international trade and national security.

Shelbie has assisted clients with understanding and complying with economic sanctions administered by the Office of Foreign Assets Control (OFAC) and export control issues under the Export Administration Regulations (EAR). Shelbie also advises on other aspects of international compliance including issues involving the Foreign Agents Registration Act (FARA) and transactions involving the Committee on Foreign Investment in the United States (CFIUS).

Shelbie has experience with antidumping and countervailing duty (AD/CVD) litigation before the U.S. International Trade Commission (ITC) and the U.S. Department of Commerce (DOC). Shelbie has assisted clients with government contracting investigations relating to the False Claims Act (FCA) and Federal Acquisition Regulation (FAR) Part 31 cost compliance.

Shelbie maintains an active pro bono practice and has represented individuals seeking asylum in U.S. immigration courts. She also actively participates in Jones Day's Constitutional Policing and Civil Justice Reform Initiative.

Prior to beginning her legal career, Shelbie worked as a fundraiser for various political candidates seeking state and federal office.
