David Guitton advises clients in the electronic communications, media, and technology sectors on a variety of matters. He assists clients with complex regulatory issues, particularly those related to new generation networks and innovative services (Internet of Things [IoT], smart objects, low-power wide-area networks [LPWANs], etc.) and on transactional and litigation matters before regulatory authorities and commercial courts. David also works on competition law matters in the telecommunications, media, and technology (TMT) sector.

David is active in France and in emerging countries, particularly in Africa and in the Middle East, where he advises governments and public authorities on sectoral strategies; implementation of legal and institutional reforms; infrastructure projects, including those under public-private partnerships (PPPs) (submarine cables, backbones, fiber to the home [FTTH] networks, etc.); restructuring and privatization matters; and the attribution of mobile and fixed licenses and authorizations. He also assists private operators with regard to M&A, drafting and negotiating strategic agreements, and regulatory obligations, as well as litigation matters against competitors and authorities.

Prior to joining Jones Day in 2015, David worked at the Ministry of Post and Digital Economy of Togo (2012) and practiced at a major international law firm.
