Dr. Holger Neumann vertritt seit mehr als 20 Jahren die Interessen von Mandanten im öffentlichen Recht, in Transaktionen, gegenüber Behörden und vor Verwaltungsgerichten. Er ist bestens vertraut mit den Branchen seiner Mandanten, vornehmlich den regulierten Industrien der Telekommunikations- und Informationstechnologie, der Satelliten- und Luftfahrtbranche. Außerdem beschäftigt er sich mit deutschem und europäischem öffentlichen Recht, Wirtschaftsverwaltungsrecht und insbesondere dem Umweltrecht. Er berät in Regulierungsverfahren, Verfahren vor Aufsichtsbehörden und in verwaltungsgerichtrechtlichen Streitigkeiten, auch in Berufungs- und Revisionsverfahren sowie vor Europäischen Gerichten.

Die Mandate, bei denen Dr. Neumann beraten hat, verdeutlichen die Bandbreite seiner regulatorischen Praxis. Er war für Telekommunikations- und Technologieunternehmen in zahlreichen Verfahren vor der Bundesnetzgentur und in Verwaltungsgerichtsverfahren tätig; für Mobilfunkunternehmen im Zusammenhang mit Frequenzvergaben und für Satellitenbetreiber in Fragen der Frequenzvergabe, Frequenzübertragung, bei Orbitalrechten und in Rechtsstreitigkeiten mit Wettbewerbern. Holger Neumann hat mehrere international tätige Kommunikationsunternehmen und Anbieter von OTT Services und IoT Services bei internationalen Compliance Projekten beraten. Er berät bei der technischen Regulierung von Drohnen und bei Projekten zum vernetzten Fahren. Er berät hinsichtlich der regulatorischen Verpflichtungen als Telekommunikationsdiensteanbieter: Nummerierung, Meldepflicht, Datenschutz, technische Schutzmaßnahmen, Datensicherheit, Überwachungsmaßnahmen und Auskunftsersuchen.

Im Luftrecht vertritt Holger Neumann Fluggesellschaften in Fragen der Flughafennutzung, bei Entgeltangelegenheiten und bei sonstigen Auseinandersetzungen mit Flughäfen und Luftaufsictsbehörden. Er berät bei Fragen der Liberalisierung des Europäischen Luftverkehrsmärkte bis hin zu Grundsatzverfahren vor der Europäischen Kommission und dem Europäischen Gerichtshof.
