Philipp Werner ist Partner im Brüsseler Büro von Jones Day. Er ist auf deutsches und europäisches Kartellrecht sowie auf Beihilfenrecht spezialisiert.

Die Schwerpunkte von Philipp Werner liegen auf dem deutschen und EU-Wettbewerbsrecht, dem Beihilfenrecht und der Beihilfeverordnung (FSR).

Er hat langjährige Erfahrung in der Beratung von Mandanten in EU-, deutschen und weltweiten Fusionskontrollverfahren. Er berät außerdem zu kartellrechtlicher Compliance, einschließlich Investigations und Audits, Compliance-Programmen und Compliance-Schulungen. Ein Schwerpunkt seiner jüngsten Tätigkeit liegt auf EU- und deutschen Verfahren zu Kartellen und Marktmachtmissbrauch.

Herr Werner ist ein anerkannter Experte für politisch und ökonomisch sensible Beihilfefälle. Er berät und vertritt staatliche und öffentliche Stellen, Beihilfeempfänger und Dritte, insbesondere bei Untersuchungen der EU-Kommission und vor europäischen und nationalen Gerichten.

Herr Werner berät Mandanten außerdem zum Thema Drittstaatensubventionsverordnung (FSR), einschließlich Compliance, Bewertung von Meldepflichten und Meldungen in M&A- und öffentlichen Beschaffungsfällen. Er leitet zusammen mit Dr. Johannes Zöttl die FSR-Task Force von Jones Day.

Zu Herrn Werners Mandanten zählen Unternehmen aus den unterschiedlichsten Branchen, insbesondere aus den Branchen IT und Telekommunikation, Energie, Chemie, Transport und Infrastruktur sowie Life Sciences und Gesundheitswesen.

Philipp wird von Who's Who Legal als “Thought Leader” – Gobal Elite” geführt und wird von Publikationen wie Legal500 und JUVE für Kartell- und Beihilferecht empfohlen. Er ist Herausgeber des führenden Beihilfekommentars “EU State Aid Control: Law and Economics”. Philipp ist Beiratsmitglied des Berliner Gesprächskreises für Beihilfenrecht e.V. (Berlin State Aid Roundtable), Mitglied der Studienvereinigung Kartellrecht e.V. und der Antitrust Section der American Bar Association.

Neben seinem rechtswissenschaftlichen Studium hat Herr Werner einen M.A. in Philosophie und anschließend einen LL.M. in Cambridge (UK) erworben. Er war dabei Stipendiat der Studienstiftung des Deutschen Volkes und des Deutschen Akademischen Austauschdienstes.
