ICANN advised in connection with governance reform and transition of IANA functions

Jones Day advised Internet Corporation for Assigned Names and Numbers (ICANN) in connection with the successful completion of the transition of the Internet Assigned Numbers Authority (IANA) functions from the U.S. National Telecommunications and Information Administration to ICANN. The IANA transition was a complex undertaking that included governance reforms to empower ICANN's global multi stakeholder community with safeguards and dispute resolution mechanisms and rights.
The IANA transition also called for the creation of an entity affiliated with ICANN to perform the IANA functions and oversee the global coordination of the DNS root zone, IP addressing, and other Internet protocol resources.
Jones Day also advised ICANN in connection with an agreement with Verisign, Inc. to provide mission critical services for DNS root zone maintenance, DNS root zone signing management of the root zone’s signing key, and distribution of the root zone file and related files to the root zone operators throughout the world.
Jones Day also advised ICANN in connection with agreements with the Internet Engineering Task Force regarding the IANA protocol parameters function and with the five Regional Internet Registries regarding the IANA numbers function and the transfer of the intellectual property related to IANA into an independent trust. The IANA transition was the culmination of a process for the privatization of the IANA functions for which ICANN was created in 1998. Jones Day has advised ICANN since its formation.
