Xavier Domino works in all areas of public and European law, with a particular focus on public economic law, contracts, regulation, and town planning. Clients benefit from Xavier's 11 years' experience at the Conseil d'Etat (French Council of State) and 5 years in the general management of a public company, where his vast knowledge of high-level administrative and constitutional litigation and the decision-making process for public companies helps businesses resolve legal issues.
Xavier advises and represents clients before the administrative courts and advises on French and European regulations, particularly in the media, electronic communications, energy, and transport sectors.
While at the Conseil d'Etat, Xavier served in the litigation department as a rapporteur (public reporting judge), where he handled mergers, local authority acts and contracts, and taxation, and as a public rapporteur in the areas of transport, telecommunications, town planning, and sports. He also worked in the finance advisory department and served as head of the legal research and distribution center. In addition, he served as a deputy rapporteur at the French Constitutional Council.
From 2018 to 2023, Xavier was general secretary of Radio France, where he oversaw the legal affairs, institutional and international relations, purchasing, internal control, audit, and ethics departments.
