He counsels clients regarding regulatory requirements at FERC for developing new or expanded oil and gas pipelines. James also negotiates oil and gas commercial agreements, such as gathering, transportation, processing, and fractionation agreements, as well as agreements for the purchase and sale of hydrocarbons.
