Ryan McGovern counsels leading and emerging government contractors in high-stakes litigation, compliance, and regulatory matters.
Ryan has litigated matters before the U.S. Court of Federal Claims (COFC), the Government Accountability Office (GAO), the Armed Services Board of Contract Appeals (ASBCA), the Civilian Board of Contract Appeals (CBCA), U.S. federal courts, and federal administrative bodies. He has counseled clients on the full range of issues that government contractors face, including responding to subpoenas and civil investigative demands (CIDs), government investigations, the False Claims Act (FCA), the Anti-Kickback Act (AKA), suspension and debarment, conflicts of interest, bid protests, General Services Administration (GSA) schedule contracting, and disputes between prime contractors and subcontractors. He also has extensive experience advising clients in mergers, acquisitions, and other transactions involving government contractors. Ryan has represented clients in a variety of industries, including defense, aerospace, construction, technology, pharmaceutical, and personal services.
Ryan also maintains an active pro bono practice. He has represented disabled U.S. veterans and asylum applicants, and he regularly volunteers with the D.C. Landlord-Tenant Resource Center.
