Brooke Proto is an experienced energy lawyer with deep knowledge of electric power markets and Federal Energy Regulatory Commission (FERC) policy and procedure. She assists clients in resolving complex regulatory challenges and obtaining necessary regulatory approvals. Her experience includes representing electric utilities, independent power producers, power marketers, and other market participants before FERC and state commissions in litigation and other contested matters, settlement negotiations, and rulemaking proceedings.
Brooke also helps clients establish compliance plans and navigate FERC audit procedures. She counsels clients on a variety of energy topics including wholesale electric power market rules, transmission policy reform, merger and acquisition of utility assets, and ratemaking including market-based rates, transmission formula rates, and transmission incentive rate treatment.
