Jeff Kirzner leads the construction practice in Irvine, which is fully integrated into Jones Day's multidisciplinary national and international construction team. Jeff advises clients on public contracting issues for local, state, and federal procurements and in drafting, negotiating, and administrating contracts for public and private projects, including design-build agreements and EPC contracts. He has extensive experience with mediations, arbitrations, and specialized forms of ADR used in the construction industry, as well as all aspects of construction litigation and other forms of complex litigation. Jeff's experience also includes energy matters, including solar projects, transmission lines, pipelines, deep water facilities, power plants, and LNG facilities.
Jeff has drafted a number of contracts for large hospital, school, and infrastructure projects and recently represented San Diego Gas & Electric Company in resolving more than $200 million in claims related to the Sunrise Powerlink transmission line project. He previously represented the Orange County Transportation Authority (OCTA) in resolving a number of disputes arising from the first design-build freeway project in California. Where disputes could not be resolved, Jeff has won significant victories for clients in arbitrations, trials, and appeals. Over the past 20 years, he has worked with owners, contractors, and engineers on major projects in Southern California and around the world, including AECOM, Chevron, Chevron Energy Solutions, the Los Angeles County Metropolitan Transportation Authority, the Los Angeles Unified School District, OCTA, Sempra Energy, and URS Corporation.
Jeff is a member of the ABA Forum on the Construction Industry and regularly speaks and authors publications on topics of interest to the construction industry.
