Elise Culliton represents clients across the health care industry in matters relating to regulatory compliance and complex business transactions.
Elise's practice is focused on representing hospitals, health systems, academic medical centers, digital health companies, pharmaceutical companies, and various other health care and life sciences companies in implementing innovative integration and alignment strategies. She assists clients with acquisitions, affiliations, joint ventures, joint operating arrangements, corporate reorganizations, and asset and stock purchases and supports clients in assessing and mitigating regulatory risks related to such transactions. She also assists client with assessing strategies for hospital closure or service line reductions and the acquisition of distressed hospital assets.
Elise also provides analysis regarding regulatory issues and compliance strategies, with an emphasis on pricing and reimbursement considerations, the Medicaid Drug Rebate Program, the 340B Program, graduate medical education programs, provider-based status and site-neutral reimbursement, licensing, and Medicare conditions of participation. She assists providers in operational and administrative responses to Centers for Medicare & Medicaid Services' survey and deficiency findings, including immediate jeopardy situations, and program integrity functions, including payment suspensions. Elise also advises clients on repayments and remediation strategies to private payors and state and federal agencies, including the Medicare and Medicaid program.
She is a member of the American Health Lawyers Association and the California Society for Healthcare Attorneys.
